Integrated land use and development planning consultancy for Noonu Atoll Council – 2022

Recent decentralisation legislative changes in the Maldives have devolved powers of resource allocation and decision making within island jurisdictions, creating challenges on how atoll governance can help integrate individual island land uses amidst existing compartmentalised planning practices. 

Atollscape collaborated with the Noonu Atoll Council in studying the existing contexts in atoll resource distribution for visualising an atoll integrated approach to the allocation of functions in the island land-use plans – that prioritises equitable access to affordable housing, jobs, business and leisure for the atoll population as a whole – through a planning process that engages the public and involves careful quantitative analysis of current land use to identify gaps in distribution, appropriateness of scale and efficiency.
